It doesn't matter if it hit the ground or not, the ballcarrier is not allowed to shove the ball forward. The Bengals did it twice on that play and neither one was called.

You can't toss the ball forward and consider it a fumble.

They do not even conduct the coin toss anymore for Lions games. Lions want the ball to start the game and all opponents want the ball to start the 2nd half so they just skip the formalities.

That's only on an offensive play from scrimmage and applies to an offensive player.

Key is where you say, "The Bengals did it..." thus officials look the other way. They hate the Lions...not only was the infraction obvious, the official can be overheard screaming "GO, GO, GO..." now that is really uncalled for. I mean go ahead and cheat us all you want because of our badass rep and our prick for a coach, but cheer for the opponent so loud that it can be heard on TV...there is a limit.
