Knew you'd have some good thoughts on thisI think it is rotation Cali. 3 OLBs and only two spots. Mostly the fronts are 3-4 with 2 OLBs or 4-2 with the OLBs playing down in DE positions. . There is also a rotation at ILB based on down and distance with Cravens being the 3rd ILB.
