They didn't rule he made fair catch signalFor those not watching (and why would you?) Punt returner catches the ball, gets hit by a defender, spins and then runs it in for go ahead TD with like a minute left in the game. No flags. They review the play, everyone assumes it was to see if he stepped out of bounds. He stayed in, by inches, but obviously stayed in. Refs say he waved his hand, so it counts as a fair catch and ruled the ball down where he caught it. If it was a fair catch, they HAVE to give ax15 yard unnecessary roughness on the defense, because they hit him full on 100% live ball. But it wasn't a penalty, because there was no way that could ever be misconstrued as a fair catch. Never ever.

they ruled he made an invalid fair catch signal, which he did, and the rule was correctly applied. The only difference between the is the defense doesn't get penalized
If you watch the play, multiple gophers clearly slowed up thinking he had called for fair catch and he can clearly be seen waving his arm
Dejean earlier in the game drew a fair catch interference when he initiated contact and pushed a gopher away from him. Gophers clearly didn't want to get penalized again
