It's only when it is kicked straight in the air. When you do the bounce kick onsides it is fair game for anyone. They didn't bounce it first it would seem and that's why you have to give a chance to the other team to catch it. It is the same as kicking it all the way down field and not letting a returner have a chance to catch it.
