RSW alluded to it above. MLS owns all. Cincinnati is trying to get an expansion team now, and the team owners must pay a "buy-in" to the MLS, which is something like $250,000,000. Clearly some agreement needs to be made with those owners (investors) who have ponied up the funds. I'd expect a long term buyout or payout option would need to be explored, or stake in league ownership or league revenues for a period of time. For a relegation/promotion system to work, MLS would have to make some organizational changes. Might not be easy, but in the long term would likely produce a better product.

I think you're right about what needs to happen but I don't buy that it will. There's too many MLS investors at this point that want the ROI they were promised buying into a franchise model. The rate of expansion they've had is almost ponzi scheme level. With all the new teams over the last few years, no one is gonna want to switch to a pro/reg system where A) they might not get their ROI and if they do, it'll be a long ways off (longer than what MLS originally promises under the current model) and B) They'll actually have to spend their own money to succeed in a pro/reg, which is such a drastically different concept for American sports owners to wrap their heads around. Pro sports teams in America are basically luxury items to owners. You buy them, you make money regardless. But in pro/reg, you have to win to be profitable and to win, you have to spend. That's gonna be one hell of a tough sell to all the investors

So... the U-17 team is looking really good. The future can't get here soon enough. I can't wait for Gulati to hire a new manager that will leave all that talent on the bench in favor of MLS players
