You probably know as well as I that that rule is designed for unintentionally hitting a moving ball like when the wind blows your ball just as you get ready to putt it or the ball moves a little on the fairway and you still complete your swing and hit it while its moving. It was never intended to help a player gain an advantage by intentionally breaking the rules.
