A few years ago when Brock Lesnar fought Frank Mir, he barely made the 260 limit and at fight time he weighed 290...

Fighters almost never weigh at the weight limit at fight time. I think Dan Henderson @ 205 and Frankie Edgar @ 155 are the only two guys I can think of who don't cut a ton of weight.

It has always been like that. It is regulated in wrestling, you have to certify at a certain weight and can't bump up or down 2 weight classes after you certify at your weight.

As long as you meet weight at the weigh in its legal.

It's legal because it's the rules. You cut weight, weigh in on Friday, then you're allowed to replenish your fluids and eat and you gain back a good portion of the weight you cut by the time the fight rolls around.

A good amount of the guys that pull to 185 walk around at 220-230. Silva for example can and does fight at 205 every once in a while...He fought Griffin at 205

Yeah. Silva is one of the bigger MW's. Some of the smaller 205'ers could drop to MW(Rashad). Rumble Johnson was a HUGE Welterweight, and it got to the point where his body wouldn't cut to 170 anymore, nor even 185. He fights at 205 now.
