A huge amount of NCAA tourney games are airing on cable networks now.

Starting next year, the cable games should be made available to over-the-air stations in markets interested in the teams playing in them.

Like Saint Mary's - Villanova would air on broadcast stations in the Bay Area and Philly, respectively. Games involving large state schools would generally be made available OTA statewide.

Right of first refusal would go to over-the-air CW affiliates - the CW is co-owned by CBS and WarnerMedia, the rightsholders to the NCAA tourney. In case of overlapping games of local interest, next in line would be sister stations to CBS affiliates not affiliated with the CW, followed by sister stations of CW affiliates not affiliated with CBS. After that local simulcast rights are subject to bidding wars between the other major stations in the applicable markets.

This would make all games (CBS and WarnerMedia-aired) available on broadcast television in at least two markets for those who only have an antenna and thus only access to over-the-air stations.
