I think this is a preventative shot at Athletes being employees. This makes athletes be students on an academic scholarship.(in writing of course. No football coach is going to give up control of their future to some pencil neck in the admissions department)
You can walk on to the sport of your choice, but if you do not make the team, you are back to being a student.
IU implements 'bill of rights' for athletes
If I was a student athlete this would be a very compelling offer. If I wanted a top notch athletic department this is not the answer unless there is a LOT of cheating. Which is probably what it will turn out to be.
Unless of course I was 6' 8" and ran a 4.1 40 and weighed 460 pounds and I actually ate nails, then I would expect to go to the school that offered me $600,000 per year, fifty two college school girls(one each week), twelve cars(one each month), and 100 pairs of shoes. No idea why people are so enamored of having 100s of pairs of shoes. I would rather have 100s of thousands of dollars.
