I guess you are right about the time if they had called the TO first but that's still a pretty dicey way to line up a game tying kick. I still think the rookie QB had enough time to get the team to the LOS and complete a short pass before calling the final timeout but hard to say. You may be right, one thing we do know is how they did it was really wrong.

Nah, the penalty was when the rookie snapped the ball, the raiders weren't set. The act of snapping the ball makes it a post snap penalty(duh) and thus the result can be declined by the defense.it was the right call.

You are right. The snap by the rookie is what made it illegal formation. Post snap penalty- defense can decline or accept the penalty or the results.
