I think it will happen. The identities may change, but the event itself will absolutely happen.

I have no doubt about that, but it will feel pretty hollow if its just some fodder like those annoying Hilltop teenagers. Not sure if they feel like they boxed themselves with the unexpected departures thus far this season

It's this periodic celebration gathering and trading market of the communities (Hilltop, Kingdom, Oceanside). Alexandria used to be a part of it until Michonne instituted her policy of isolationism.

There's not much to rewatch; the Fair was only mentioned in passing (one or two lines each ep) in conversation several times in past eps.

The "big moment" that drbuck10 is talking about has not happened yet and will likely happen in the second half of the season this spring. You don't want to know what it is unless you want a major spoiler.

What is the fair?

The fair in the comics was suppose to celebrate the rebuilding of civilization. While the fair was starting some of the characters run into the Whispers leader Alpha. In the show Jesus was hoping that the fair will help bring Alexandria back into the fold.
