sure as heck looks like a rebuild to me . particularly on defense

We will have 4-6 new starters on defense next year. Just not sure that all will be better than what we are getting rid of. Some will be, tho. We should also have 2-3 new starters on offense (all on the line with the exception of maybe WR). Defense is definitely a rebuild. Offense is probably more of a reload. Our core, critical positions on offense are already set.

within the next 2 years we will have 4 new starters on the o/line . another starting wr plus 2-3 new resereves , at TE we should have 2 new reserve players and a new BU qb

on defense the entire d/line could be gone 3 new ilbs , the secondary will have 3 new players and the safety position will be entirely redone and perhap a couple of reserve OLB's

a new punter , returner and perhaps kicker could be in the cards as well

20 to 30 new players is a strong possibility

That's not an odd thing in the NFL with free agency, the salary can then add in a bad team. Track any teams roster over a three year period and you'll see a lot of change. In 4 years Shanahan turned the team over in the 90 percentile range.
