Because he isn't even close to the talent of the QB's in his payscale. Manning, Brady, Brees, Rodgers, are all exceptional QB's. Flacco is very mediocre.

Flacco's guaranteed money is more than $29 million. His signing bonus was $29 million, but his actual guaranteed money is $52 million. That's a lot more than Marino's $23 million.

At some point though the Ravens are going to have to rework this contract if they plan on keeping Flacco past the next I think 3 years. My guess is they will have trouble going down too much compared to what they have already given him in this deal so he will still remain one of the top paid quarterbacks whether he is deserving or not.
