He isn't starting?Rozier has had his time to prove himself (this is his 9th season already at nearly 30). To get a 1st rounder for a guy that isn't starting for you isn't bad value. Celtics traded him more or less straight up for a declining Kemba Walker 5 years ago.
Does it help the Heat? Sure.

Looks like by default the Sixers may be one of the only contenders that can add through the buy out market.All of these teams would be unable to add through the buy out market if the player’s original salary was over 12 million and change.
