According to baseball reference, he is not eligible to be a FA until 2015. I think he signed as a FA with Texas, but because he was released before his service time requirements Texas can do the whole arbitration thing with him.

Its not unusual for a team to struggle against a pitcher they've never seen before. It goes both ways. Earlier this season, Grimm and Tepesch were having success too. Then they came back to reality.
