Whether or not it was roughing (it might have unnecessary roughing because of the third guy who piled on) is not my point. As far as I know the league has never admitted the call was bad and Brady never let go of the ball, so at any time he could have become a runner.There was no roughing on that last play. That one with Brady was a bad call, if anything. But Fields was hardly acting like a passer back there. He'd already slipped a couple of tackles on that play alone and getting him on the ground requires much more effort than getting Brady on the ground, so maybe they take that into account. There was nothing egregious about that tackle, though.
