Critics love Rian Johnson so a lot of them were already predisposed to give him good marks. If you read many of their reviews, you'll see most are giving him praise simply for the act of taking risks and making changes without ever really thinking about if those risks/changes make sense or are worth it.
The fan score is a couple of things. Some of it is a bunch of butthurt fanboy trolls purposely driving the score down because the movie wasn't 100% how they would have done it. But there's a ton of others that are just giving the movie 7/10s which is still a solid score, they just actually take the time to see the holes in a lot of those risks/changes Johnson took that the critics glossed over.
