I honestly think this and AFC West are the two toughest divisons in football. I can't decide which I think is more powerful.

I would go with West. I am still not sold on the Chiefs to be honest. Hardly beating not very good teams isn't great.

Any penalty on a TD or extra point should be assessed after the return on the kickoff. These days, moving the KO back 15 yards just doesn't have much effect.
