There are options

This is the problem. Clemons might be the only solid starter there. nate Allen isn't very good, Mays has since been signed and Chung is awful.

If you sign two starting safeties...you will not see what the 2nd year players have.

That might not be a bad thing. But in all honesty if they deserve to start they can show that in preseason or practice. Right now we have no reason to believe we can rely on them.
