It's less those cities and more places like NYC, DC, Phila etc.

I've read about this before - that was likely from an early game. They purposely made it larger than it needed to be because they knew as they went forward developers would create more complicated games that needed more power and memory and the extra space would be necessary.

That said, no retail game ever used up all of the space.
