Life has become a little more difficult for protesters camped in Centennial Square with the shutoff of power and water.

City hall, citing concerns about frozen pipes, shut off an outdoor tap the Occupy Victoria protesters have been using. They now have to carry water from the square's public washrooms, which are open 24 hours a day.

The Capital Regional District cut power to an outdoor outlet to coincide with the water shutoff on Wednesday night.

There was little change at the camp Thursday afternoon as the makeshift kitchen under the city hall west-side overhang continued to operate.

A couple of people used pots and pans as drums. There was talk of a generator being brought in and an offer of solar panels.

A CRD spokesman said protesters did not have permission to use the power outlet and staff were concerned about the outlet being overloaded.

The protesters were given more than a week's notice that the water tap would be shut off, city spokeswoman Katie Josephson said.

Tuesday, protesters

co-operated with authorities by moving their tents from the grassy area around the giant sequoia tree so that the Downtown Victoria Business Association could begin decorating the tree for Christmas.

Police had to be called around noon Thursday when a young woman stripped naked and began praying at the base of the tree. Officers quickly convinced the woman to get dressed. She left after completing her prayers. Officers also arranged with the DVBA for her to visit the tree daily — clothed — during the lunch hour.Josephson said the city was pleased the protesters agreed to move from under the sequoia and hopes for continued co-operation.

"We have informed the protesters that as the holiday events draw near, we will require larger areas of the square and ultimately the entire square," Josephson said.

Meanwhile, Victoria police are concerned that the camp is increasingly attracting a street-entrenched crowd.
"The demographic of that camp has completely changed since the 15th," said Victoria police Const. Mike Russell. "We're certainly seeing a lot of people that we're very familiar with down there using it as an excuse to party."

Josephson said the city is seeing some stresses on facilities. "We are having to increase our collection of the needle drop boxes in the square, suggesting an increase in drug use. We have had a fire and there is a growing concern, as temperatures dip, around the use of cooking elements," she said.

"We are upping our cleanup of both garbage collection as well as cleaning of the square due to a higher presence of human excrement as well as cleaning of the washroom as we're starting to experience a number of clogs and flooding of the men's washrooms."

The city estimates that because of the encampment, it has spent an additional $10,000 for things such as disposal of waste and $30,000 in additional staff time. Police are estimating costs associated with the protest at $20,000.

Victoria Coun. Philippe Lucas, who put forward a motion to Victoria council in support of the protesters using the square, said he was disappointed the CRD chose to shut off power.

He said the water-tap turn-off was done to prevent freezing in cold weather but the CRD shutting off power was unexpected.

"I think more than anything else, we want to keep the people down there safe and make sure the conditions down there are safe and healthy. I don't think these developments are going to help," he said

All peaceful protestors should leave the Occupy Vancouver tent city, that is the warning from Vancouver police.

Police chief Jim Chu says his officers along with firefighters were assaulted and even bitten last night when the fire department moved in to put out a fire.

When asked what preperations police are taking to remove the tent city, Chu said "well, we'll see what the injunction says, and we'll look at the legal authority, and then we'll make our plans accordingly"

As for when his police officers might be sent in along with city staff to remove the tent city Chu said "we'll make our plans accordingly, when we go in, you'll know"

Chu would not confirm or deny an enforcement order will be included in a court injunction to remove the tents
