Well, no.

The Chief (not sure which guy it was) they were talking to was equally inept. "Well yeah, there's many different weapons that may be used that give off smoke. Tear gas, smoke grenade, flash-bangs..." Being fair, I don't think he saw the video of a pillar of smoke though. Also, if he did know what was happening he wouldn't tell.
