It's actually pretty common in competitive ice dancing, though very few brother sister pairs actually make it to the top because it's so limiting on music choices and expression, that they have to be that much better technically to compensate. The Shibutani twins actually are that good technically, which is how they got bronze.
The other American pair in medal contention started together in 2011, but the woman danced with her brother before that.
In dance communities in general, dancing with siblings is pretty common, since it's treated no different as, for example, playing catch or whatever.

but on that note anyways ... has a brother sister act ever won gold? It seems to me that pairs skating has an element of sensuality/skating-as-one thats expected by the judges and spectators (right or wrong). I dont think a brother sister act ever would get "there" artistically
