Mortensen on NFL Live says the 2013 pick isn't offical.

right now a 2012 1st and 2013 2nd is all thats offical..

he's trying to find out if the 2013 pick is conditional

it is a conditional 2nd round pick in 2013, that can become a 1st round pick.. the condition for this would be if Oakland makes the AFC Championship Game this year or next... per ESPN..Mike and Mike

Any first round pick for Palmer is awesome! Palmer was expected to only pull down a 2nd round pick at best. So at worst the Bengals get a first and a second? That is solid gold right there don't care what anyone says. Mike Brown won the poker hand in this one.

Palmer will have a chance to go to the playoffs for the next few years given he is in a joke of a division now.
