I would say both. For what Kadri did giving him five playoff games was excessive. Even though I would say that Kadri's infraction was worse then Chara's, Kadri did follow through all the way to the ice, you can not treat Chara as a 1st time offender.
And we haven't even factored in physics yet. This makes Chara's actions even more egregious.
