Penguins have the Cups and the superstar players both historically and today (just like the Oil) while the Flames and Flyers were good back in the 70's (Flyers) and 80's (Flames) and have done little of note since that time (the odd Stanley Cup run).

It's very rare to see a player agree to such a mutual termination though since it's flushing money down the drain.But the NHL itself letting the teams clear of the cap hit is annoying, as the NHL is never consistent when they allow this vs when they don't.
