He was a prospect that was incredibly raw, from what I understand. All recommendations pointed towards a 2-3 year development plan being best.

Any surprise that it was Indy making the decisions?

As previously stated repeatedly, more organizations ruin young QBs far more than any other reason for their failures combined!
In this case he was way overdrafted. But Indy was the death knoll

True, but if they're going to draft them it's not a one size fits all proposition. The dude was raw and needed time to develop, so using the Green Bay method was probably the best way to go in this case and a high dose of courage to do it from ownership and management. If I had Shane Steichen's ear I'd warn him that he's likely to take the hit for their cowardice.
