when the wishbone offense was the dominant offense in football there were 4 "backs" on the field. The fullback which would be the deepest of the the backs since he was the deepest he was "fully back" from the line of scrimmage. Between the full back was the half back as you can imagine they got their name from being "half way back" from the line of scrimmage. The final back was the quarter back which was a "quarter way back" from the line of scrimmage.

Now with that info said the reason why some runners are FB, or HB is determined by where the lined up. With the advent of the forward pass the names of and responsibility changed.
