There’s a fine line with this stuff. The Eagles owner Jeff Lurie is highly involved with the team’s football philosophy. That culture has remained intact since the late 90s early 2000s. It’s led to 3 Super Bowl trips and one world championship. They have hired guys without a big rep purposefully because they don’t want a head coach that wants to control personnel and the salary cap. Ray Rhodes, Andy Reid, Chip Kelly, Doug Pederson, and Nick Siriani are all guys who never had NFL head coaching jobs prior to coming to Philly. When they let Andy start having more say with personnel his regime started to go south. To a greater extent that happened in just one year when they acquiesced to the demands of Chip Kelly. So on the level of your personal experience directing your perspective, all Lurie has seen is that when he is more hands off on the operation the Eagles don’t do as well. They’ve been one of the more consistent NFC franchises under his ownership.That is why having a shit owner is everything especially if they try to control everything and not let people do their job. Should be the GM with coaches input, not the owner.
No, but they were a bit overrated going in as well. They have top 10 talent, but outside of Boogie Ellis, they don't have a lot of experience. So, when they are in close games, they tend to resort to "hero ball" and that hasn't really worked.
Bronny (who has looked better than I thought he would) is still on a minutes restriction and Vince Iwuchukwu has been slow developing. Isaiah Collier is ridiculously talented but has been a bit slow on balancing his game between scoring and including his teammates. He's been the most guilty of playing hero ball and some of his decisions with the ball have been pretty suspect which has resulted in too many turnovers.
Also, they were depending on Kobe Johnson to take a step forward offensively this season, but other than flashes here and there, that hasn't really happened.
They just played arguably their best game of the season vs. Cal. They should continue to improve as the season goes on. Loosening Bronny's minutes restriction as the season goes on will help as so far, he seems to have a lot of his dad's basketball i.q.
I expect that late in the season they will be playing a lot closer to expectations, but if they don't start playing with the balance they just showed against Cal, they're going to put themselves in the position of having to win the PAC-12 tournament if they want to get into the NCAA tourney.

You need to have an owner that is invested and committed. What that investment and commitment looks like will vary from franchise to franchise. For instance, Jerry Jones like Lurie has been hands on in his ownership. But it really hasn’t worked for the Cowboys since Jones let Jimmy Johnson walk over personnel control dispute.
