I think it went fine. The NBA is trying to dissuade tanking, and the Spurs weren't that team this year. They were however bad, and got the #1 pick. Not rewarding tanking, but not going overboard to reward a team that just missed the playoffs either

An interesting rule would be to prevent teams from being in the lottery two years in a row, but that's a bit extreme.
I don't see much, if any evidence that it's working. Seems like the same number of teams are tanking every year. Heck, we just watched the Mavs give up being at least in the play in to tank.
Regardless of the individual reasons, teams are still tanking. Justifying it differently doesn't mean they're not tanking.
It's still an easier path than your front office actually knowing how to build a team and acquire matured talent.

Depending on where you finish in the lottery, a consecutive appearance would shave percentage points off the various spots.I've wanted something similar to that, some kind of tiered system. Winning #1 pushes you out of the top 5 for a set number of years. 2 top 5s does something similar, as does 3 top 10s. Spread the young talent around the league instead of allowing hoarding.
