20. Arkansas- tons of talent on this team this low due to the coaching issue
21. NC State- this was a team on fire late last year, watch out for them
22. Auburn- they return a lot of starters, so improvement will happen
23. Utah
24. BYU
25. Georgia Tech

This is just a preseason poll so this isn't exactly even my opinion on how I think the teams will actually do, here's this portion for this.

Teams I think will disappoint:
Oklahoma-Landry Jones will struggle without Broyles
Michigan- lots of breaks last year, won't get those this year.
West Virginia- didn't really take care of business in the Big East last year, now takes a giant step up in competition, not a good combination.
Arkansas- already had them ranked pretty low but the coaching issue will put them back quite a bit.

Teams I think will end up a lot higher than my preseason ranking:
Ohio State- I think they'll be a solid top 25 team, they aren't ranked because they went 6-7 last year and this is a preseason ranking.
Virginia Tech- I think Logan Thomas is in for a breakout year, they will probably only lose one game, win the ACC and potentially finish in the top 5.
Auburn- they weren't very good last year but that was after losing a lot of starters, now they return a lot of starters, expect them to be pretty good, top 15 or so.
Tennessee- If everyone stays healthy they actually have some talented players now, so they could easily finish the season in the top 25.
Illinois- they actually have some good talent, especially on defense, Beckman is known as a defensive coach but he can put together a good offense too, I think they actually have some good players on the offense, Zook just didn't know what to do with them.

Other teams of interest:

Florida State- Not sure how anyone's ranking them in the top 10 right now, they've had some good talent but have not completely shown it on the field in years. They hardly even had times where they looked like a top 25 team last season. Definitely ranked based on name. There is certainly a chance they could pull it together and have a great season, they're the first team out of my top 25.

Stanford- they actually have some talent outside of Andrew Luck believe it or not, they will be solid.

Oklahoma State- had a great season last year, but this can go one of two ways, really good or really bad. Depends on how the new starters on offense develop and if the defense can create turnovers like last year.

 I think USC will disappoint a lot of people once the season starts. I'm not a Lame Kiffin believer...

Lane Kiffin is the one thing that I think could go wrong with USC's season

they will either lose to someone they had no business losing to

or lose one of the games against Oregon(assuming Oregon plays them again in the Pac-12 championship)

USC and LSU are the only two that I can see above us right now. We bring back a lot more experience on defense than some think.

I think Kiffin is one of the biggest losers on the face of the earth but he does surround himself with good people.

As long as they stay clear of any investigations they will do good.

Or maybe more appropriately

Until they are investigated they will do good.

I don't like seeing Nebraska start that high. I would say around 22. When they start to high they always fail bid and drop out of it.

That's relevant to predicting this year how?

Because there is nothing outstanding to indicate this year will be any better or worse than any other season in recent years. Thus relistically 4 losses could be expected.
Of course one more loss is very possible just as 1 less loss but what is so "realistic" about a preseason prediction of losing more this year than any other year recently.

edit: And actually with a juco transfer and additional experience in some seniors I would say if one was to expect something different it would be less losses.
