That's a weird rule about not going over a center. Is that just on a kick or any play? If it's just for kicks, that's stupid. Kicks are just like any other play; the holder can hold it, throw it, run it, etc.
It is meant to stop what has been happening to the niners and stuff. shoving the head down on the center then jumping over him. It has happened way too much lately and the NFL had enough of teams breaking those rules and are enforcing them now.
This is an old rule, just enforcing it now. One of the reasons they are enforcing it now is that Harbaugh and the niners have been complaining about it.
I've never heard about not being able to line up over the center. Shoving the head down is one thing, but lining up over the center is another.
You never could cover the center. As long as I remember covering the center is a penalty. I have seen the umpire shove NTs over pre-snap to make them legal.
