So if a player has a cup of coffee in 1999, does that make him ineligible? Say less than 250 AB(s) or 125 innings? Just wondering for future reference.

If he played any game in the majors in 1999 he isn't eligible. If he played only in minors in 1999 but in 2000 he went to majors then he is eligible.
