I thought it was we couldn’t “promote” them (and put them back in a minors slot), but I had a “your roster is illegal” sign —so I dropped Sam Hentges before Monday (no big deal with him), but yeah...

I am not sure if it will give a zero to the owner or not.

it will certainly need discussion. It makes at least half irrelevant even if the chances of having all 12 promoted are slim to none.

individually, a move will have to be made eventually under any rules, but having a known limit might make for better team management via trades or roster moves.

especially for your case, Patino, who might be sent back and forth.

I have had two players- Perdomo and Garcia who have been promoted and then demoted. I did not move them from minors and have not had a problem.
