What a ridiculous statement. For starters the Bills & Colts do have talent - a single scout doesn't build the entire team & team issues are not always due to personnel. Beyond that these guys may have actually found talent while on their previous teams but perhaps they were overruled or their contributions were offset by other bad decisions.

It is stupid to assume that all coaches, scouts, etc are going to come from sources like the Pats or Univ of Alabama. Talent comes from a variety of sources including losing teams & this can be expanded to coaches, scouts and personnel staff.
