do they blow the whistle on QB hits during the throw? I swear those instances were challengeble for a fumble(not challenging a whistle, but a fumble vs an incomplete)

It's all about the timing, and the original call. If they rule a fumble and let it play out but then decide it's an incomplete pass -> it can be reversed.

If they think it's a pass but are slow on the whistle and the defense falls on the ball, it can be reviewed.

If they think it's incomplete and blow the whistle immediately, then it's not reviewable.

If everyone in the world sends me a quarter, I can retire.
