To state the actual FACTS of the matter, here are the schools (and their states) that either had existing programs & transitioned to FBS or started from scratch & quickly became FBS since the year 2000:

ALABAMA
Troy 2002 transition
South Alabama started 2009, transitioned 2012
UAB dropped football after 2014 season, re-started as FBS team 2017 (CUSA champs 2018)

CONNECTICUT
UConn 2000 transition

FLORIDA
South Florida 2001 transition
FAU started 2001, transitioned 2006
FIU started 2002, transitioned 2006

GEORGIA
Georgia St. started 2010, transitioned 2013
Georgia Southern 2014 transition

Also factored in is how Bama tried to shut down UABs FBS program. That’s some of the slimiest thing to happen in FBS. Right up there with Texas lobbying to get Nebraska’s academic credentials revoked so they would bolt to the Big 10. At least that one backfired.

I would think that the hardest states to create an FBS program
in would start with the 9 states that currently don't have an FBS
program...Delaware, Rhode Island, Maine, Vermont, N Hampshire
No Dakota, South Dakota, Montana and Alaska.

Delaware, Maine, N Hamp, No Dak, S Dak and Montana have strong FCS schools, but most have declined moving up to FBS.
Rhode Island has a so-so FCS program. (I don't bother with the
Ivy League schools.) There isn't even a Div II school in Vermont
and Alaska has nobody playing. There's a reason for that.
UVM would be the only Vermont school that could have a Division One program. They dropped theirs in 1974. Haven't had a program my whole life. It's more of a hockey state.

We were hoping that AG was the exception not the normal there. But it seems like half the posters there aren’t really fans of the team they claim to be, just trolls pretending to be to incite outrage at a program they really don’t like.
