A - when you are winning, people are willing to take less to win.
B - When you target guys who put winning above all else, you find guys less concerned with money
C - Drafting is key. Replacing aging/expensive veterans through the draft drives down dollars (see Bell, Bates, Hurst)
D - This is only mainly a big issue because they have yet to pay the biggest positions in the NFL that drive up guaranteed money: QB/WR

These are a bunch of UDFA's that probably won't make the team. They had the 28th ranked highest paid player in terms of UDFA signing bonus in DT Devonnsha Maxwell. He got 25k of the 35k. They only gave guaranteed money basically to a guy who had a legit chance of making the roster. Our roster is pretty full, not many slots open for grabs unless someone plays out of their mind during training camp and someone else in that same position not making any money doesn't.

Smart not paying a bunch of guys guaranteed money when they are not likely to make the team.

I misread this article at first too. Has nothing to do with the normal or drafted players. It only has to do with UDCFA.
