is the talent coming out of college been getting that much better? or are coaches just giving them more of a chance than before?

Coaches basically HAVE to play them. But also, there has been a sort of paradigm shift.....coaches realize that if their system is too complicated for a rookie to learn it, they're wasting time and possible wins on that development period. So they've simplified the playbook on both sides of the ball for rookies.

With the Salary Cap and the closeness of talent, you have to play Rookies.

But 2 other Main reasons.

The College Game is so much more technical than in years pass, most players have some grasp of NFL concepts.

But lets not also forget that scouting is about 1 Billion times better than it was even in the 90s. At both levels (NFL and CFB). Very few players slip through cracks anymore.
