Lane Johnson moves before almost every snap, it's very obvious. Is it true that it's not a false start if his foot doesn't touch the ground before the ball is snapped?

It’s the 3rd time today where Goedert doesnt run a route. Literally lightly jogs 6 yards, turns around and just watched the play like he is just a spectator. Dionte Johnson like lazy.
