Would the ACC take Rutgers and UConn and go to 16?
the ACC would only take Uconn and Rutgers if they need to.
otherwise they won't take them.
if the ACC doesn't expand again, USF, Cincinnati, UConn and Rutgers will all be screwed(this is assuming the Big-12 takes West Virginia and UConn which would have to happen anyways to cause the Big East to fold.)
Whats to say C-USA or another mid-major doesn't go to 16? Yeah, they don't have the marquee names that demand the big dollar TV contracts, but it would be an option to the homeless teams.

Two things people are forgetting about expansion:
1. 16 is not a magic number.
2. Teams can get left out.
There is no set super conference plan. There is no controlling body like the NFL/MLB/NHL. Conferences will continue to act in their own best interests. If teams like WVU, UConn and RU get left out, then they get left out. If a conference only has 14 with no easy option for 15/16, then they stick with 14.
