It's hard to suspend someone, if there is any doubt in the intent. You can't say 100% that he did it on purpose. Although, the NBA has failed in the past, suspending players without having intent.

I didn't know about those two Ibaka shots to Blake Griffin's groin until it was posted on this thread, but I looked into it, and as it turns out, Ibaka was fined $25,000, but not suspended for the first incident, and he wasn't punished at all for the second incident.
