Their players are so inept they can't figure out who is eligible without some kind of cautionary warning that this guy is allowed to catch the ball.

Actually, the reasoning behind it is because several times, the Ravens were penalized for ineligible man down field when the REF missed the signal that the lineman was reporting.

I would support this rule only if the vests are those old things we used to have to wear in gym class.
