He's not considered a player coming from Europe since he didn't play in a Euro league after the start of the current NHL season. Still, anyone placed on waivers is available to every team in the league.

He's on waiver for purpose of assignment to the AHL not because he's coming from a Euro league. Since he's not waiver exempt the Ducks must subject him to waivers before assigning him to the AHL. The purpose of the two-way contract is so they can structure his AHL salary to be less then $105k annually making him exempt from recall waivers.

the truth is somewhere in the middle, as you don't generally need to go through waivers for a conditioning stint (see Sami Salo).
anyways, it's a moot point as he cleared: Emery clears waivers; headed to AHL for conditioning stint
