And that's probably behind this to a degree. If both get removed, the current climate will likely mean if both get removed a runoff will probably replace both with democrats so Joe can keep voting with the whims of his hillbilly constituents without losing the DNC money. He won't always be the deciding vote on big Dem initiatives.
