Because VII is more open than X with a larger world map and VII probably isn't as good of a game as you remember.

I just played 9,10, and 13 recently and still felt 9 was the best of all of them. Graphics were extremely shitty outside of the cut scenes though. The fact that they were a lot more open on 7 and 9 is a good point, and is probably the biggest factor.
