The split seconds for the whistle is actually accounted for in the replays which is why time is added in these situations. Based on the frames shown, the clock above the basket is at 3.0 seconds when they claim the foul occurred. So that's why they set the clock to 3 seconds. When they blew the whistle and stopped play, that's when the clock ran down to 2. whatever. It would be nice to have one more frame in that replay center angle (one from the baseline to confirm contact) but based on the replay, I can see how they would make the call they did.
But if yall are such a stickler for accuracy, you could just as easily make the case Butler double dribbles before the foul so this never should have happened.

Problem with Duncan is he picks up fouls easy (sometimes his fault and other time short end of the stick from refs as we saw in the 4th tonight). Strus is a little better on defense and don't pick up the silly calls.
