After thinking about it and @006 comment, it is a crappy move by the cop. There really was no real reason to arrest Reiff. The cop should have taken Reiff back to his place.
(1) Reiff is 22 years old, he is old enough to legally drink.
(2) He obviously wasn't going to drive. That is why he got in the vehicle.
(3) Doesn't sound like he was being disruptive or disturbing. He went to the cop (on accident), the cop didn't really go to him.
Well, I would have been ninja'd. Also, add in potential liability issues if something bad happened to him (aspirating vomit) or others due to his action (walks into traffic causing injury accident) after having had police contact. PD and city could have been sued to high heaven. I think they probably would have taken him in regardless of the breathalyzer (if he had refused or couldn't give a sufficient sample); he was having problems interpreting his own vision.If he was showing signs of those "effects" than he was likely taken into custody for his own safety.

That he took the breathalyzer was his own undoing. The cops know the 'effects' of BAC at certain levels. Once they knew he was .20 they had to act.
If they'd not taken him into custody and something bad had happened to him. They'd been criticized for not acting.
