At least, with Barraclough, the org can lean on the "he was once good at the big league level" argument. Franco has never pitched more than 1 game at AAA, let alone any MLB games, before 2019.
I couldn't remember if he came over from the Dodgers' org but I just looked him up and he did not. He's never posted really good numbers in the past to suggest this year was an extreme fluke (but he has done better than 2019, by far). He's bounced through 5 organizations in his professional career.
The only thing that could possibly be a reason for this promotion is that he has some electric pitch that FZ hopes Curt Young can help him harness. Other than that, it is a completely puzzling move.

as for Anderson, why?

I actually like this. He has an option remaining and two more seasons of control at a reasonable rate. MLBTR projects a modest $2.625m in arbitration.

His numbers for Coors field are pretty respectable, fairly league average numbers. He's not going to knock the doors off, but he's better than Suarez, Anderson and Rodriguez.

If the Giants do end up spending big on someone like Cole, they'll need as many of these cheap guys around to round out the rotation. Plus, he's a Duck.

Seems unusual to see a minor league deal have an option on it, but, then again, it may happen more often than I realize because I just don't hear about them that often.

10/31/19 3B Pablo Sandoval elected free agency.
10/31/19 LHP Madison Bumgarner elected free agency.

That puts 6 guys from the team on the free agent market. I also saw this:

11/1/19 San Francisco Giants sent SS Cristhian Adames outright to Sacramento River Cats.
This must have been done to get back down to 40 on the roster once Watson exercised his option.
