If they draft a guy instead for the #2 (WR2) spot that would be a massive mistake and if they draft for a WR1 type the same questions about McCaffery, Zaccheaus and Crowder apply.
Now, if the plan involves moving on from TM, compensation and his replacement become concerns.

Luke might have a bigger role in the future but right now it appears as if they prefer OZ as a target over him. Keep in mind Luke is learning how to play the position, sort of in the same manner that Gibson did when he went from WR to RB.agree he is the PR right now.
